Does the SIM card store the FLPMN list if the network has not been whitelisted?

When you update Network Lists on the Onomondo platform, the networks excluded from the whitelist are not automatically added to FPLMN list on the SIM.

Networks excluded from the whitelist are added to FPLMN only when the module attempts to connect to them.
